Whoever has a debt that consumes their wealth or reduces it below the (minimum threshold) is not obligated to pay . If the debt does not reduce the wealth below the nisab, then zakat should be paid on the remaining wealth after deducting the debt, upon the completion of a hawl (one lunar year). It is not permissible to make purchases through interest-based (usurious) banks, unless the sale is a murabaha (cost-plus financing) for the one who commands the purchase, in which case there is no issue, provided it adheres to the stipulated conditions of sale. This would typically occur with Islamic banks.
