Is it permissible to take the plastic cups placed next to Zamzam water in the Haram for use outside the Haram?

The fundamental principle regarding endowments (waqf) is that they may not be used for purposes other than those specified, except with the permission of the endower or their representative, or if a customary practice (urf) allows for it. Accordingly, it is not permissible to take Zamzam cups outside the Haram (definition) area unless authorized by the Haram presidency or if there is a customary practice that permits it.
