Is it permissible to count donating a portion of Zakat funds towards establishing an operating room, a kidney dialysis room, or a pediatric intensive care unit in a government hospital, as part of one's Zakat al-Mal (wealth Zakat)?

Zakat (definition) is only to be given to the eight categories mentioned in the Quran, and what is meant by "Fi Sabeelillah" (in the way of Allah) are the Mujahideen (those striving in the path of Allah). Zakat must be given into the ownership of the poor person for them to spend it on their needs, whereas charitable projects are funded by voluntary Sadaqat (charity) and endowments (awqaf).
