Allah Almighty commanded us to act upon the Quran, recite it, and chant it. Allah Almighty said: "So when We recite it, then follow its recitation" [Al-Qiyamah: 18], and He Almighty said: "And recite the Qur’an with tartil (measured rhythmic recitation)" [Al-Muzzammil: 4].

Tartil is the clear pronunciation of letters and taking one's time in rendering them to understand their meanings, giving each letter its due in terms of attributes and points of articulation, and its due in terms of rulings such as ikhfaa' (concealment) and idhhar (clarity).
