If you spread the water over your arm with each of the three washes, this is considered three washes and is permissible in ablution. However, it is better to start at the beginning of the limb and finish at its end. It is recommended to begin washing the hands from the fingertips, passing the water up to the elbow. One wash for the limb is sufficient, and the second and third washes are (recommended).
