Does the ruling on sufficing with submerging the place in water to purify impurity differ from that in Istinja (ablution after defecation/urination)?

Washing away impurities (ghusl (definition) al-najāsa) is more general than istinjā’. Istinjā’ is specific to washing what exits the two private parts, whereas washing away impurities can be done for clothes, the ground, and other things. It is sufficient in washing away impurities to pour water until the impurity itself disappears. Rubbing is not required unless the impurity cannot be removed without it. In istinjā’, it may be sufficient to use stones or similar objects (istijmār), whereas washing away impurities from clothes necessarily requires water.
