What is the ruling on the state government's dealings with insurance companies to insure government buildings, ministries, and facilities?

Insurance is of two types: commercial and cooperative. Commercial insurance is not permissible in Islamic law because it is based on gharar (definition) (excessive uncertainty) and jahalah (ignorance). As for cooperative insurance, it is the permissible Islamic alternative, and efforts should be made to establish Islamic insurance companies. If cooperative insurance is not available, then commercial insurance companies should not be dealt with except in cases of dire necessity.
