What is the ruling for someone who intended 'Umrah and arrived in Jeddah by plane, passing over the miqat of the people of Medina, then entered into a state of ihram from the miqat of Ta'if?

It is obligatory for anyone intending Hajj or Umrah (definition) to enter into a state of ihram (definition) from the miqat (definition) they pass through. Whoever passes it without ihram has committed a forbidden act. They must return to it to enter ihram. If they do not return, a sacrifice (dam) becomes obligatory upon them, whether with or without an excuse, knowing or ignorant, intentional or forgetful. The sin is dropped with an excuse. There is no difference between returning to the same miqat or another miqat that is equal in distance.
