Is it permissible to distribute the obligatory blood sacrifice from someone who entered into a state of Ihram from Al-Taneem instead of the Miqat, outside of the Haram, or to give its value in charity within or outside the Haram, and how can the poor of the Haram be identified?

The place for slaughtering the sacrificial animal (hady) is Makkah, based on the Almighty’s saying: "a sacrificial animal reaching the Kaaba." This is a point of consensus among jurists. It is permissible to slaughter it in any part of the Haram (definition), based on the Prophet’s (peace be upon him) saying: "All of Mina is a place of slaughter, and all the paths of Makkah are roads and places of slaughter." It is not permissible to slaughter it outside the Haram or to give its price as charity to the poor.
