The answer

The majority of scholars hold the view that it is permissible for a fasting person to use the siwak throughout the day, provided the siwak is dry. However, if it is moist, it is disliked, out of fear that some of it might reach the throat and invalidate the fast. This is what Ahmad narrated from Qatadah, Al-Sha'bi, Ishaq, and Malik.
