Is a wife considered irrevocably divorced after her husband told her for the third time, "You are divorced; find another man," knowing that he had uttered the divorce twice before?

The husband's statement: "You are divorced" is an explicit declaration of divorce. Consequently, the questioner has been divorced by her husband for the third time, and she is irrevocably separated from him. She is not lawful for him until she marries another man willingly and he consummates the marriage with her, and then he divorces her or dies, and her waiting period ends. In case of dispute, the matter should be referred to the Sharia (definition) court for resolution.
