Is a person sinful for not sending a warning WhatsApp message that includes a picture of an injured child and the text "May Allah not forgive whoever reads it and does not send it," due to uncertainty about the authenticity of this message?

One should not pay attention to such messages, whose authenticity is doubtful, nor to the supplication mentioned therein; because it is a supplication against people with evil without them having committed any sin. This is a sin and an act of disobedience in supplication, and it will not be answered for its a petitioner. The Messenger of Allah, peace and blessings be upon him, said: "There is no one who supplicates with a supplication except that Allah gives him what he asked for, or averts from him an equivalent amount of evil, as long as he does not supplicate for a sin or the cutting off of kinship ties."
