What is the ruling on saying: "And Allah the Almighty has spoken truthfully when He says" before writing a Qur'anic verse in a book, research paper, or article?

It is permissible to say "Allah has spoken the truth" when a clear religious text is evident and applies to a specific situation, as the Prophet, peace and blessings be upon him, did when he saw Al-Hasan and Al-Husayn stumbling and said: "Allah has spoken the truth: 'Indeed, your wealth and your children are but a trial.'" And as Umar ibn Al-Khattab, may Allah be pleased with him, said when appointing Ibn Abza as a governor due to his knowledge of the Quran: "Muhammad, peace and blessings be upon him, has spoken the truth: 'Indeed, Allah raises some peoples by this Book and lowers others by it.'"
