Is it prescribed to say "Bismillah" after the prostration of recitation when resuming reading, and is the prostration of recitation a Sunnah or an obligation?

One who prostrates for a recitation (Sajdat al-Tilawah) and then rises from their prostration should continue reading immediately without reciting the Basmala, because the Basmala is recited at the beginning of a reading or at the beginning of any Surah other than Surah Bara'ah. The one who prostrates is considered to be continuing their recitation, so they do not need to recite the Basmala or the Isti'adha (seeking refuge with Allah), unless they read from the beginning of a Surah after the prostration, in which case they should recite the Basmala for the beginning of the Surah. The prostration of recitation is a Sunnah for the reader and the listener, and it is not obligatory according to the majority of scholars.
