What is the ruling on giving 500 Saudi Riyals, found in Mecca at the consumer market, to a needy person, knowing that the finder is not a resident of Mecca?

This is a found item from the Haram, and there is no difference between a found item in the Haram and elsewhere. All such items must be publicly announced for a year. Therefore, the person who acted was mistaken, as it was obligatory for her to announce the found amount before disposing of it, or to hand it over to the security authorities. She must now rectify the matter by announcing the amount in the aforementioned market and nearby places, and in places where people gather, using any suitable means, while stating the date it was found. The announcement should continue for one year, and the amount should be given to its owner whenever he is found.
