The water remaining on the organ after purification (istinja') is pure if its properties have not changed, because it has separated from the impurity after its removal. Doubting the purity of the water present on the urethral opening (of the penis) renders it pure by presumption of the original state (istishab al-asl). Repeated washing of the urethral opening with wiping using a tissue is neither necessary nor legislated.
