The answer

A reciter of the Quran should not take a fee for mere recitation, because scholars have differed on the permissibility of taking a fee for teaching when effort is expended therein. The reciter is rewarded ten good deeds for every letter, and he should not seek worldly gain through his recitation. It is permissible to take a fee in cases of dire need if the money comes from public funds and the benefit of the recitation is general, benefiting many people, but refraining from taking it is better.
