Is it permissible for a healer by the Quran to take money in exchange for treating a patient, and is this act lawful (halal)?

It is permissible for a Muslim to perform ruqyah (definition) (exorcism/healing through Quranic recitation) on himself, and it is permissible for a raqi (one who performs ruqyah) known to follow the Sunnah (definition) to take a fee from the person receiving ruqyah. There is no harm in writing the Qur'an, then erasing it and drinking the water with which it was erased, provided it was written and washed with pure water. As for burning the paper on which the Qur'an was written and fumigating with it, this was not known from the predecessors (Salaf); rather, it is known from charlatans and imposters. However, if it is confirmed that the paper contains nothing but the Qur'an, then there is no prohibition against fumigating with it, because the default ruling on burning the Qur'an is permissibility.
