Does Allah's descent to the lowest heaven in the last third of the night mean that He is perpetually in the lowest heaven, and does the Prophet's (peace be upon him) saying "He descends" indicate that He was in the seventh heaven?
Allah Almighty descends to the lowest heaven in the last third of the night, a descent befitting His majesty. It cannot be qualified or imagined, nor does it resemble the descent of created beings, for He is upon His Throne and above all His creation. His descent occurs for each country in the last third of their night. He is capable of a single descent that happens for each country in their last third of the night, without being continuously descending. And He, Glory be to Him, is not distracted by one matter from another. What is obligatory is to describe Him with what He described Himself or what His Messenger described Him, without delving into it or likening Him to His creation.
