What is the ruling on legislating and implementing man-made laws, and does the ruler become a disbeliever by legislating them?

It is permissible to enact laws that conform to Islamic law (Sharia) and serve the interests of Muslims, such as traffic laws. As for laws that contradict Islamic law, it is not permissible to enact them. Whoever deems them lawful, such as a law abolishing the prescribed punishment (حد) for the adulterer, the thief, or the wine drinker, commits an act of disbelief (kufr) thereby.
