What is the ruling on a man using facial whitening creams with the intention of repenting after achieving his desired outcome, while the effect of the sin remains on him?

It is permissible for a man to use creams and moisturizers for the skin, except for those specifically intended for women, as this would constitute imitation (tashabbuh), which is forbidden. What has been forbidden for him is not permissible to use under the pretext of repentance. If he did so and repented, Allah will accept his repentance, and the lingering effect of what he did on his skin does not cause harm.
