What is the ruling on a divorced woman marrying during her iddah, knowing that she has not been intimate with her husband for a year?

It is not permissible for a divorced woman to marry during her iddah (waiting period), nor is it permissible to propose to her explicitly during this period, even if she has not cohabited with her former husband for a long time. She is permitted to marry and be proposed to after her iddah has expired.
