How many rak'ahs are prayed in Tarawih, and what is the number of rak'ahs that the Messenger (peace be upon him) prayed?

Tarawih prayer is a confirmed Sunnah. Umar ibn al-Khattab gathered people behind one Imam, and he set the number of its rakahs at eleven, twenty-three, and thirty-nine rakahs. The matter of the number of rakahs is flexible, based on the saying of the Prophet, peace and blessings be upon him: "The night prayer is two by two."
