Is another 'Umrah obligatory for one who performed a second 'Umrah from within Mecca in his ordinary clothes without Ihram, and did not shave or shorten his hair?

1. Your assumption of ihram for 'Umrah from inside the hotel necessitates a dam (sacrificial offering) from each of you for having bypassed the miqat (designated point for assuming ihram), though your ihram remains valid.

2. Wearing regular clothes during 'Umrah incurs no penalty if done out of ignorance. However, if done intentionally, it requires a fidyah (expiatory offering).

3. Shaving or shortening the hair is a ritual without which tahallul (release from ihram restrictions) is not complete. You must now abstain from the prohibitions of ihram and remove sewn garments until you shave or shorten your hair. Nothing is required for any prohibitions of ihram you may have committed unknowingly before tahallul.

4. The second 'Umrah for your companions is not valid because they remained in the state of ihram from the first 'Umrah. If they shaved or shortened their hair during the second 'Umrah, they have then performed tahallul from the first one. What they did in terms of prohibitions out of ignorance before tahallul incurs no penalty. However, if their marriage took place while in ihram, it is invalid and must be re-contracted.

5. Whoever is required to offer a dam must slaughter a sheep and distribute its meat to the poor of the Sacred Precinct (Haram). It is permissible for him to appoint someone to act on his behalf.
