What is the ruling on giving charity or money to someone who is known to use it for both lawful and unlawful purposes, and does the ruling differ if this is for family and parents?

Giving charity to relatives is encouraged and is better than giving to others. Obligatory Zakat may be given to poor relatives, with the exception of parents, one's wife, and children for whom one is responsible for financial support. It is preferable to give charity to those who will benefit from it and whose reward will be magnified, such as people of piety and knowledge. It is permissible to give Zakat to a sinner if he is poor, provided that he does not use it to support his sinful acts. If needy parents or relatives spend their money on unlawful things, their necessities should be provided without empowering them with money that might be used for disobedience.
