Zakat must be disbursed immediately, and it is not permissible to delay it except for a slight benefit. The command to disburse it implies immediacy according to the majority of scholars, because the needs of the poor are pressing.

It is not permissible to dispose of zakat funds by lending them to those in need for marriage or other purposes, because zakat is given to the deserving as ownership, and its distribution must be expedited to absolve the payers' responsibility.

Distributing zakat monthly: - If each month has a separate nisab, then there is no harm in disbursing the zakat for each month individually. - However, if zakat is due at the end of the hawl (zakat year) and is being paid in installments over the months of the year: - Delaying the disbursement of due zakat for installment purposes is not permissible, due to the obligation of immediate disbursement. - It is permissible to pay accelerated zakat in installments before the end of the hawl. When the hawl ends, and what has been disbursed is calculated, the remainder, if any, is then completed.

Your brother must return the amount he borrowed from the zakat fund and give it to the deserving. If he is unable to repay it, it is permissible to give him from your zakat for this year so that he can pay it to the poor and needy, because he is among those in debt (gharimin).
