When is the best time for Istikhara, what is its supplication and how is it performed, how is its answer manifested, and is it necessary to abstain from sins when performing it?

Istikhara is permissible at all times except during the detested times (after Fajr prayer, after Asr prayer, and when the sun is at its zenith), unless it follows a preceding prayer, in which case there is no harm. It is also permissible to perform it in the Haram of Mecca during detested times. There is no specific preferred time for Istikhara prayer; however, it is recommended to seek out virtuous times and a clear mind.

Its method involves praying two rak'ahs, then reciting the reported supplication which includes entrusting the matter to Allah the Almighty and specifying the need. It is recommended for permissible matters, not for obligations or prohibitions. It is advised to repeat Istikhara seven times if no inner peace is felt. If nothing becomes clear after repetition, the one seeking Istikhara should proceed with one of the two matters, and goodness will be in it. Avoiding sins helps in achieving inner peace and clarifying truths.
