Is it permissible for the Shaykh or the judge to solemnize the marriage of a divorced woman whose guardians refuse to marry her off?

A father is not permitted to prevent his daughter from marrying if she needs to and a suitable suitor proposes to her. If he does so, the guardianship transfers to the Sultan, as the Prophet, peace and blessings be upon him, said: "So the Sultan is the guardian of the one who has no guardian." Nevertheless, it is preferable for the daughter to seek someone who can convince her family, in order to preserve kinship ties.
