What is the ruling on a friend testifying for someone to obtain a certificate of unemployment for that person's parents?
Bearing witness is obligatory if the witness is aware of the veracity of the testified matter, unless bearing it would cause harm to the witness, due to the Almighty's saying: "And conceal not the testimony, for whoever conceals it - his heart is sinful" and "Let no scribe be harmed or any witness." Bearing witness is a communal obligation (fard kifayah) if there are multiple individuals aware of the veracity of the matter. As for false testimony, it is forbidden and is among the gravest of sins. An exception to this is the testimony of non-performance (shahadat 'adam al-'amal) if the intention behind it is to achieve a legitimate right whose other avenues have been blocked, and the rights-holder is in dire necessity or a similar pressing need. In such a case, it is permissible, and the sin falls upon the one who compelled them to it.
