What is the correct interpretation of verse 4 of Surat At-Talaq, "And those who have not yet menstruated," and does it mean that marriage to young girls is permissible, and what is the ruling on consummating the marriage with them, and how do we respond to those who cast doubt on the noble verse?

First: A Muslim must refer to the people of knowledge when doubts arise, and not frequent forums that propagate such doubts to those who do not possess religious knowledge. We recommend advising the girl who apostatized because of this doubt.

Second: The verse indicates the permissibility of marrying a minor who has not reached puberty. She observes the waiting period (iddah) in months if the husband consummates the marriage, but the husband is not permitted to have sexual intercourse with her unless she is able to tolerate it.

Third: It is not strange for disbelievers to challenge the rulings of Allah, but what is strange is that doubts lead to the apostasy of some believers. Those with wavering faith should re-examine themselves, for doubts are always raised, and a believer refutes them with the Book of Allah, the Sunnah of His Messenger, and the words of the people of knowledge.
