What is the ruling on pausing after Allah's saying in Surat Al-Ma'un, "So woe to those who pray"?

Some scholars are of the view that pausing at the end of a verse, such as at "al-musallīn" (those who pray), is an "ugly" stop (waqf qabīḥ) and is not permissible except out of necessity. This is the view preferred by Ibn al-Jazari. Others hold that it is permissible to pause there and resume recitation from the word that follows it, provided the reciter continues the recitation. Still others maintain that it is permissible to pause there, but one should not resume from the word that follows it. The most authoritative opinion is the first one. In general, it is permissible to pause at words in the Qur'an as long as it does not alter the intended meaning of the verse, as Ibn al-Jazari said: "There is no obligatory stop in the Qur'an, nor any forbidden one, save for a [specific] reason."
