Is it permissible to give charity to a needy man who does not pray?

Obligatory charity, such as zakat (definition), expiations (kaffarat), vows (nudhur), and zakat al-fitr, should not be given to a disbeliever, unless they are among those whose hearts are to be reconciled (al-mu'allafah qulubuhum). As for voluntary charity, it is permissible to give it to a non-Muslim if there is a benefit to be gained from it, such as if they are a relative. The proof for this is the Prophet, peace and blessings be upon him, saying to Asma bint Abi Bakr, may Allah be pleased with them both: "Maintain ties with your mother," and she was a disbeliever.
