The answer

Photography has different types, and its ruling varies according to them. What depicts an animate being and has a shadow is unanimously forbidden, except for girls' dolls. What does not have a shadow is forbidden according to the majority of scholars, unless it is disgraced (e.g., walked upon) or has a missing visible limb, in which case it is permissible according to the majority.

Permissible pictures are allowed to be looked at. As for forbidden pictures, looking at them is forbidden according to many scholars, because looking at what is forbidden is forbidden. Some scholars, however, do not consider looking at them forbidden merely because they are pictures.

Cartoon films are permissible, and therefore it is permissible to look at them.
