Is it permissible for a married and poor woman to take from her paternal uncles' zakat to renovate her house?

If the husband is capable of working a suitable job to provide for his wife and children, then it is not permissible for them to receive zakat, based on the Prophet's (peace be upon him) saying: "There is no share in it [zakat] for the rich, nor for the strong, able-bodied earner." However, if he is not capable, then it is permissible for the wife to take zakat from her paternal uncle or anyone else who is not obligated to support her, based on Allah's saying: "Zakat expenditures are only for the poor and for the needy..." (Al-Tawbah/60). And the owner of the wealth should give zakat to needy relatives, based on the Prophet's (peace be upon him) saying: "Charity given to a poor person is charity, but charity given to a relative is two: charity and maintaining ties of kinship."
