It is permissible to give Zakat to a indebted brother who cannot repay his debt, as he falls under the description of those in debt (al-ghaarimeen), who are one of the eight categories of Zakat recipients mentioned in the verse from Surat At-Tawbah: "Indeed, Zakat expenditures are only for the poor and for the needy and for those employed to collect [Zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise." It is not required to inform the brother that what was given to him is from Zakat. However, regarding repaying his debt from Zakat without his knowledge, there is a difference of opinion among scholars.
