The answer

It is better to act according to what mends the heart and affects it most, whether it is reading or listening, because the purpose of reading is to ponder, understand, and act upon the Qur’an, as Allah Almighty said: (A Book which We have sent down to you, full of blessings, that they may ponder over its Verses, and that men of understanding may remember) [Saad/29], and (Indeed, this Qur'an guides to that which is most suitable) [Al-Isra/9], and (Say: "It is for those who believe, a guide and a healing") [Fussilat/44].
