Is every obligatory act permissible and every forbidden act reprehensible, but not the reverse?

This statement is incorrect and contrary to what has been established by the scholars. For each of the obligatory (wājib) and the permissible (mubāḥ), there is a different reality. The doer of an obligatory act is deserving of reward, and its ترك (abandoner) is deserving of sin. As for the permissible, there is no reward in doing it and no punishment in abandoning it. Likewise for the forbidden (ḥarām) and the disliked (makrūh): the doer of a forbidden act is blameworthy, and its abandoner is praiseworthy. The abandoner of a disliked act is praiseworthy, but its doer is not blameworthy.
