Islam stipulates that the recipient of must be a Muslim, except in the case of a person whose heart is to be reconciled [mu'allafat al-qulub]. It is not permissible to contribute to the building of churches with money or otherwise, because it is an act of disobedience (ma’siyah). Al-Baji mentioned in Al-Muntaqa that if a Muslim were imprisoned for (refusing to contribute to) a church, his imprisonment would be valid because he diverted his charity to an act of disobedience. Al-Bahuti stated in Kashshaf al-Qina' that an endowment (waqf) for churches and the like is not valid because it is an aid to an act of disobedience.
