Is it permissible for a wife to give her Zakat al-Mal to her father, who is unemployed and supported by his children?

If a father is poor, his maintenance is obligatory upon his capable children, and it is distributed among them according to their financial ability. If the maintenance the father receives is sufficient for his essential needs, then it is not permissible to give him zakat. However, if it is not sufficient due to the children's inability to provide it, then he is considered poor, and zakat is permissible for him from his son's wife or others.
