Is it permissible to sell T-shirt designs on the "Redbubble" website, which displays designs on images of men and women?

It is not permissible to design clothes for websites that display them accompanied by pictures of unveiled women, because this constitutes aiding in what is forbidden, and aiding in disobeying Allah is forbidden. The evidence for this is Allah’s saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty" (Quran 5:2). Ibn Taymiyyah said: "If a man aids in disobeying Allah, he is sinful."
