Is it permissible to have the intention of charity when spending on one's parents and brother, especially if the brother is about to get married and the parents' income is low?

Spending on relatives is rewarded. Giving charity to them is better than giving charity to others. There is no harm in spending on parents with the intention of charity, for it is both an obligatory expenditure and charity. Spending on family is an obligation for which a Muslim is rewarded more than giving charity to distant people; in fact, spending on oneself is charity. It is not permissible to spend on parents from obligatory charity (like zakat) if they are poor, because their expenditure is obligatory upon you if you are well-off. As for a brother who is in need of marriage, it is permissible to give him obligatory charity and voluntary charity.
