Is buying expensive things requested by a sister or mother considered extravagance, even if the buyer is able to afford them and finds no difficulty in purchasing them?

Allah Almighty commanded His servants to enjoy the good things (tayyibat) of food, drink, and clothing, to maintain ties of kinship, and to give to the poor, and He forbade them from extravagance (israf) and wastefulness (tabdhir). Extravagance occurs by spending on forbidden things, or by exceeding what is sufficient, or by excessive indulgence and luxury in permissible matters. As for wastefulness, it is spending on what is not rightful or in disobedience to Allah. Extravagance is a relative matter that varies according to the financial situation of the spender, the place and time of spending, and what is customary for someone in their situation. What might be extravagance for a poor person might not be so for a rich person. If buying permissible things is not burdensome, does not harm more essential expenses, and results in maintaining ties of kinship or softening hearts, then it is not extravagance.
