The answer

If you cannot find an Islamic bank, and you are in dire need of conducting a transaction, and you find a conventional bank that sells you a car in installments without usurious interest upon late payment, then you are permitted to enter into this transaction. Installment selling differs from usurious borrowing. Buying a car in installments is permissible if the bank owns it before selling it to you, even if its price is higher than its original cash price, because installments are part of the price. However, borrowing the price of a car with usurious interest is not permissible except in cases of necessity that permit engaging in usury.
