It is permissible to drink sobya made from barley, raisins, or other ingredients, as long as it has not fermented and reached the stage of intoxication. This is the view of the majority of jurists. However, if it boils and becomes potent, then it is unanimously forbidden. Sheikh Ibn 'Uthaymin and Ibn Baz favored the permissibility of sobya as long as it is not intoxicating, and this is what many scholars have ruled.
