Is gambling permissible in the matters mentioned in the hadith: "There is no prior stake except in archery, or hoofed animals, or hooves (racing)"? And is compensation from both parties permissible in them, and who are the scholars who issued fatwas to that effect?

The majority of jurists hold that compensation is impermissible if it comes from the competitors themselves, because it is prohibited gambling. However, it is permissible by introducing an outsider (muhallil) who does not pay compensation. Ibn al-Qayyim and Ibn Taymiyyah are of the view that betting is permissible without a muhallil, citing the weakness of the hadith stipulating the muhallil and the objectives of Sharia, and that the Companions did not stipulate it. Despite the strength of the opinion that does not stipulate the muhallil, the opinion of the majority is more cautious.
