Is it permissible for the husband to consider his wife's expenses on her children as part of his Zakat?

What a woman spends on her children and husband is not counted as zakat. However, it is permissible for a woman to give the zakat on her wealth to her poor husband, provided she transfers ownership of it to him with the intention of zakat. Therefore, it is not permissible to count what she spends on household needs as zakat without transferring ownership to the husband.
