Is the narration, "There remains in Hell a surplus beyond those from the people of the world who entered it, so Allah creates peoples for it and admits them into Hell," mentioned in Sahih al-Bukhari, in the Book of Tawhid – Chapter: "And He is the All-Mighty, the All-Wise," as stated by Sheikh Ibn Uthaymeen, and have the commentators of Bukhari addressed it?

Scholarly opinions differ regarding the phrase "He creates for the Fire whom He wills" (يُنْشِئُ لِلنَّارِ مَنْ يَشَاءُ) found in the Hadith about the disputation between Paradise and Hell. Some scholars believe that the narrator made a mistake in this phrase, and that the correct wording is "He creates for Paradise whom He wills" (يُنْشِئُ للجنة مَنْ يَشَاءُ). They base this on Quranic verses that emphasize Allah's justice and that He does not punish anyone until proof has been established against them.

Ibn Kathir indicates that the wording "for Paradise" is more appropriate in this context, because Paradise is a realm of grace, whereas Hell is a realm of justice, and no one enters it except after having been warned and proof established.

It is mentioned that Al-Bukhari reported the Hadith with other correct wordings in different sections of his Sahih, which indicates that the correct phrase is "for Paradise" and not "for the Fire." This is also confirmed by Sheikh al-Islam Ibn Taymiyyah.
