Are Medina and Jerusalem considered holy sanctuaries (harams) like Mecca?

Mecca, Medina, and Jerusalem are the holy cities for Muslims, and they contain the three mosques to which journeys are undertaken. Allah has uniquely honored Mecca by making it unlawful for anyone (to shed blood or seize game) except for the Prophet, peace and blessings be upon him, for a single hour of a day. As for Medina, the Prophet, peace and blessings be upon him, declared it a sanctuary, just as Abraham declared Mecca a sanctuary. However, noble Jerusalem is the first of the two qiblahs and the third of the three mosques, and the place of the Prophet's night journey, peace and blessings be upon him, but it is not a legal sanctuary like the sanctuaries of Mecca and Medina. The phrase "third of the two Holy Sanctuaries" is inaccurate; the correct phrase is "third of the three mosques."
