Are mosques that are built with garages beneath them, and rented out for commercial activities, valid mosques?

It is permissible to dedicate the lower floor of a mosque as an endowment (waqf) without its upper floors, and vice versa. Thus, it is valid to dedicate an area to be a mosque without its roof, just as it is valid to dedicate its roof without its lower parts. Therefore, there is no harm in renting out the lower premises of a mosque for commercial purposes.
