He who has been reached by the call of Islam and does not embrace it is a disbeliever. As for him whom the call has not reached, he is a disbeliever in the rulings of this world due to his not entering Islam, and in the rulings of the Afterlife, he will be tested on the Day of Resurrection. Regarding divine decree (Al-Qadar), Allah Almighty is not questioned about what He does due to the perfection of His wisdom and knowledge. He grants success to whom He wills by His grace and abandons whom He wills by His justice.
